BGCA.org Clubs Knew About Sexual Abuse Claims

Civil lawsuits from as far back as the 1970s allege that club leadership had knowledge of the sexual abuse and failed to report it to law enforcement, and that one accused abuser was allowed to move to another nearby club after his club was told that he sexually abused children.

The six-month investigation found six alleged failures to report sexual abuse to law enforcement authorities. These incidents included instances where BGCA club employees or volunteers were made aware of sexual abuse allegations and failed to report it, did nothing to stop it, didn’t believe the accusers, or tried to cover up the abuse.

A lawsuit states that three separate adults who worked at the same Boys & Girls Club in Connecticut were made aware that a counselor at the club molested and raped multiple boys, yet none of the three reported the sexual abuse to the authorities. The lawsuit states that one of the victims was told by the director of the club not to start “problems” when he reported the sexual abuse.

A pending civil lawsuit claims that a fifth grade boy from California told Boys & Girls Club employees that Paul “Dwayne” Kilgore sexually abused him in 2007 and 2010, yet nobody reported it to law enforcement. The lawsuit claims that the club also learned that Kilgore slept naked in bed with children in 2012, and again, nobody reported this to the police. Kilgore moved to a club in a different location after these allegations were made, and that club claims they were never made aware of the allegations reported to his previous club.

Paul Collins was fired from a Boys & Girls Club in Massachusetts after a boy’s parents reported that he molested the boy in 1980, but the allegations weren’t immediately reported to the police because the club director and the parents “agreed at that time they did not want to risk negative publicity for the club,” according to records from a criminal case.
